RFP Questions and Responses

 

1.) Is the Living in Balance curriculum approved for use by the USPO for the manualized cognitive-behavioral group?

Yes. As long as the facilitator has successfully completed training for the specific manualized CBT program and the training can be documented.

 

2.) Will clients' length of participation be prescribed? I.e. will they be required to participate for a particular length of time?

Yes. The referring Treatment Specialist will decide client participation based on the client’s background and current needs. Any change of frequency of sessions requires USPO/USPSO approval on an amended Program Plan.

 

3.) Can USPO clients participate in groups with non-USPO clients or are they not allowed to co-mingle?

Yes, USPO clients can participate in group treatment services with non-USPO clients.

 

4.) Will USPO be responsible for the initial level of care assessment? Will they also complete subsequent level of care assessments?

The referring Treatment Specialist conducts a basic assessment of history and present concerns. A referral is made to the vendor with an approximation of what the treatment needs are anticipated to be. The vendor then conducts the clinical assessment. If the clinical assessment determines a level of care other than what was initially authorized, the program plan may be amended in consultation with the USPO based upon the vendor’s clinical justification. There may be circumstances under which the Court dictates a specific level of care which will be communicated to the vendor. The Statement of Work sets forth the deliverables due to the USPO/USPSO. The Statement of Work also sets forth the timeframe for periodic contacts between the probation office and vendor to monitor and respond to treatment needs and amend the program plan.

 

5.) Must the 24/7 emergency services be offered directly by the vendor, or can they be referral-based?

The vendor shall establish and provide clients with emergency contact procedures for times when counselors are not available ( e.g. after hour staff phone numbers, local hotlines).

 

6.)  Am I required to send in two copies of the entire proposal?

You are required to submit an original and one copy. The offeror is not required to submit solicitation sections C, D, E, F, G, H, and I as part of its proposal.

 

7.) Is there a required laboratory the provider must contract with to provide urinalysis?

Our office is not soliciting for urinalysis testing. If your program conducts drug testing for its own purposes, we will not reimburse for that charge (and we would have no say over whatever laboratory you use). We are only soliciting for the project codes specified in the Request for Proposal.

 

8.) Does the probation department allow for MAT (methadone, Suboxone,Vivitrol) to be provided to probation referrals- the solicitations do not appear to include in cost for the dispensing of medication in SUD outpatient programs?

We are not soliciting this type of treatment service for our SUD outpatient programs. This type of service would be solicited under a separate BPA.

 

9.) In the past we were able to hand deliver to the Federal Building is this allowed or must they go through US Postal or electronic?

You have the option of US Postal, electronic and hand delivery. Yes, the proposals may be hand delivered.

 

10.)When it says the entire packet does this mean copies of the federal probation forms that are in the packet as well as my response?

You are required to submit an original and one copy. The offeror is not required to submit solicitation sections C, D, E, F, G, H, and I as part of its proposal. In your response back to us, please supply an additional copy.

 

11.) Are we correct in our reading of the blanket purchase agreement that offerers are not required or expected to develop a written proposal detailing how they will satisfy mandatory requirements and deliver the requested treatment services? 

Offeror shall prepare and submit a Background Statement addressing the requirements in paragraph 2.a through d. Also, a Certification of Compliance Statement in which the offeror certifies that it will provide the mandatory requirements stated in Sections C, E, F and G and comply with the terms and conditions of the RFP.

 

12.) Please provide confirmation that all Intensive Outpatient Services provided under project code 2080 shall be invoiced based on a per day unit cost, except for the required one-hour per month of Individual Counseling provided under project code 2010, which shall be invoiced based on a per 30 minute session unit cost.

The Offeror's quoted price for project code 2080 shall be based on a per diem rate.  This service must be used in conjunction with one (1) hour a month of individual counseling (30 minutes = 1 unit) which is ordered separately under code 2010 under the guidelines for project code 2080.

 

13.) Is there any estimate as to the number of defendants / persons expected to be served within the EMQs for each project code/required service?

No. All Estimated Monthly Quantities are unit based not individual based.
